Implementasi Peran Serta Masyarakat Dalam Pencegahan Pemberantasan Penyalahgunaan Dan Peredaran Gelap Narkotika Di Pekanbaru
ABSTRACT
Narcotics have now spread to all levels of society, especially the younger generation. Narcotics abuse is a complex problem that continues to increase every year in Pekanbaru, with widespread impacts on various levels of society, including school and university students. Community participation in preventing the eradication of narcotics abuse and illicit trafficking is contained in Article 104 of Law Number 35 of 2009 concerning Narcotics. The role of the community in preventing the eradication of narcotics abuse and illicit trafficking is very important because the community is the closest person to narcotics users, so it is possible that many major cases related to narcotics originate from the community.
This type of research is empirical legal research or sociological research. The research location is at the Pekanbaru City National Narcotics Agency and the Pekanbaru City Police Resort, while the population and sample are all parties related to the problem being studied. The population and sample in this study are the Functional Position Unit represented by the Young Expert Addiction Counselor and the Implementation Position Unit represented by the Counseling and Information Service Analyst of the Pekanbaru City National Narcotics Agency, the Head of the Pekanbaru City Police Resort Narcotics Investigation and the Sail District Community and the Pekanbaru City community. This study uses primary and secondary data sources, and data collection techniques are carried out by means of interviews and questionnaires.
The results of the study indicate that community participation in efforts to prevent the eradication of narcotics abuse and illicit trafficking is still not optimal. Although there is legal awareness, the level of active participation of the community in reporting, educating, and collaborating with the authorities is still limited. This is due to several underlying factors including the lack of public knowledge and awareness of the dangers of narcotics, law enforcement that has not been maximized, the legal culture of the community towards the legal process, and also legal protection for reporters that has not been maximized. So based on this, the Pekanbaru City National Narcotics Agency and the Pekanbaru City Police in optimizing community participation to prevent the eradication of narcotics abuse and illicit trafficking in Pekanbaru have made several efforts including socialization and education to the community about the dangers of narcotics, forming anti-narcotics cadres in government agencies, and the formation of Shining Villages (Clean from Narcotics) and Improving Facilities and Infrastructure services.
