Penegakan Hukum Terhadap Tindak Pidana Illegal Logging Di Wilayah Hukum Kepolisian Sektor Kampar Kiri
ABSTRACT
Illegal logging is a criminal act categorized as large-scale, organized crime with extensive networks, making it a special offense. In Riau Province, illegal logging offenses have significantly increased from 2021 to 2024, particularly in Kampar Kiri District, where many residents rely on this activity as a livelihood to meet economic needs. This phenomenon impacts all aspects of life due to the destruction of forests, which serve as the lungs of the earth. The purpose of this study is to describe the problems occurring, examine law enforcement efforts against illegal logging offenses, and outline strategies to overcome various challenges in enforcing the law in the jurisdiction of Kampar Kiri Police.
This research employs a juridical-sociological approach, with data obtained through direct interviews with relevant parties at the Kampar Kiri Police Sector and the Forestry Service, questionnaires, legal document reviews, and literature analysis. The population and sample consist of all parties related to the issues studied, namely: the Head of the Criminal Investigation Unit of the Kampar Kiri Police Sector, Investigators of the Criminal Investigation Unit of the Kampar Kiri Police Sector, Community Police Officers (Bhabinkamtibmas) of Kampar Kiri, the Sub-Coordinator of Law Enforcement at the Riau Provincial Forestry Service, and the Commander of the Forest Police Brigade of the Sumatra Gakkum LHK Center.
The conclusion that can be drawn from this research is that law enforcement against illegal logging in Kampar Kiri District faces complex challenges, such as inadequate facilities and infrastructure, lack of coordination between the police and the forestry service, and low public awareness of the impacts of illegal logging, which affects the effectiveness of law enforcement efforts. Although the police have made various efforts, such as conducting public awareness campaigns and patrols, the results have not been optimal due to continued community support for these illegal practices. Therefore, a comprehensive approach is needed, including increasing education about the negative impacts of illegal logging, strengthening inter-agency coordination, and providing alternative livelihoods for the community.
