Penegakan Hukum Terhadap Tindak Pidana Perdagangan Handphone Illegal Di Kota Pekanbaru
ABSTRACT
Today's technological advances have placed mobile phones as a communication device that is needed and used as a lifestyle by most modern societies today. This results in the number of illegal mobile phone trade in Indonesia always increasing every year, especially in the city of Pekanbaru. This phenomenon is a serious concern because it has a big impact on the social aspects of the community and of course the country's economy. This study aims to analyze law enforcement against the crime of illegal mobile phone trade in Pekanbaru, focusing on the factors that cause the increase in the number of mobile phone trade, the obstacles faced, and solutions that can be applied in the future.
This study uses a juridical-sociological approach at the Pekanbaru City Customs Office and the Riau Regional Police. Data collection techniques were obtained through direct interviews with related parties at the Riau Regional Police and Pekanbaru City Customs, Questionnaires, and literature reviews. The population and sample are all parties related to the problem being studied. The population and sample in this study were the Head of Sub-Directorate 1 Indagsi Ditreskrimsus Riau Regional Police, Investigators of Sub-Directorate I Ditreskrimsus Riau Regional Police, Pekanbaru Customs investigators, and the Pekanbaru City community.
The results of the study show that both the Pekanbaru City Customs and the Riau Regional Police have carried out law enforcement against this illegal mobile phone trade both preventively and repressively. However, the effectiveness of these efforts is still constrained by several factors such as the geographical factors of the city of Pekanbaru, budget limitations and human resources. The lack of public awareness of the impact of illegal mobile phones is also one of the significant factors that reduces the optimization in law enforcement against illegal mobile phones. This study concludes that to overcome the problem of law enforcement against the illegal mobile phone trade, strategic steps are needed including improving the investigation and investigation process by increasing the number of employees, increasing operational facilities, and improving human resource competence through training and competency development. Coordination and cooperation between the Police and Customs also need to be improved. In addition, socialization and education to the community are also needed gradually and comprehensively to increase community participation, legal awareness, and create a culture of law-abiding society.
