This research is motivated by the construction of a simple house livable which is part of the provincial government efforts to realize the autonomy of the village., The purpose of this study is to investigate and explain the implementation of appropriate housing activities and to identify and explain the factors that hinder the implementation of appropriate housing activities in the village Kuapan Mining District of Kampar district. This research, a survey approach as many as 15 people. and qualitative approach (key informants) in the study were: From the Department of Public Works Riau Province, the village chief, chairman of representatives, community leaders, team chaperone activity and Local Communities as an implementing organization. For data obtained through a qualitative approach.
Based on the survey results revealed that a simple implementation of development activities habitable houses in the village Kuapan Mining District of Kampar district in the implementation of the activities are in accordance with the procedure. However Households are eligible to receive development activities not on target, there are still many households who earn a higher income. From the observations of researchers Organisation of Local Communities as the designated competent authorities to carry out development activities not been able to carry out the duties and responsibilities. While the targets of development activities Modest Livable House is the poor who live in poor villages and there is currently, own a home or already have but have not livable housing pursuant etics and dignified. Then factor the lack of effective communication, socialization to the community, accountability TPM and the lack of infrastructure and the difficulty of the distance to the location of the community is a barrier in the implementation of activities.
