Implementation of the National Program for Community empowerment - District Development Program ( PNPM - PKK ) In District Pangkalan Kerinci Pelalawan ( Study Group Savings and Loans On Women In the village of Prosperous Year 2011) . Supervised by Drs . Erman Muchtar , M.Si
PNPM Mandiri is a community empowerment policies and programs set forth by Decree of the President of the Republic of Indonesia Number 54 Year 2005 on Poverty Reduction Coordination Team , which is then passed through the Minister of Home Affairs No. 414.2/75/PMD 2007 . PNPM - PKK program target is poor people who need financing productive activities , especially savings and loan activities for women . The main source of PNPM - PKK funds from the state budget , budgets , non-governmental , and partisifasi operating funds . BLM fund their own districts established by the government to consider the amount and distribution of the population . PNPM - PKK is meant here was implemented in Pangkalan Kerinci districts since 2009 .
Requirement to Borrow in Makmur Village requires women’s are required to sign a waiver with the contents in Bubuhi stamp stating that public borrowers must repay their loans to the existing management team activities even other requirements which is also met by the public , such as should the presence of the community in the form of loan guarantees reg motor vehicles and so on , which is clearly contrary to operating instructions . Not to mention the recall rate of 20 % per annum interest rate of the loan process that is perceived by the weight of the public .
The purpose of the implementation of this paper are: 1 ) to determine how the implementation of PNPM - PKK field of savings and loans to groups of women in Sub Base Makmur Pelalawan Kerinci . 2 ) to determine the constraints in the implementation of PNPM - PKK field of savings and loans in the affluent village women's groups Kerinci Subdistrict Base .
The result showed that the responses of informants 1 ) Implementation of the National Community Empowerment program PNPM - PKK in Sub Base Kerinci especially savings and loan groups for women in the village of Prosperous obtain funding on the basis of the number of people more, female members of savings and loans are increasing every year 2 ) Lack of recognition that the facilitator and implemetor district or unit managers , and TPK to the community and also members of the group are still many people mnyebabkan women and women's groups do not recognize the savings and loan unit PNPM - PKK , 3 ) requirements that are not in accordance with the Operational Guidelines Books PNPM - PKK in 2007 is considered very burdensome for members of the women's group is one of the conditions enjoined by TPK and UPK for group members who receive funds PNPM - PKK which was considered not worth the amount of the loan obtained . In addition to the members of the group who did not have not been able to obtain a loan guarantee fund PNPM - PKK .
