The increasing number of population in Pekanbaru jurisdiction which can be counted as rapid also causes the increasing of demand for commodity and service in that jurisdiction. It triggers emertion of conflict or quarrel in consumers. Hence the enterpreneurs utilize this condition by producing commodity and service at various quality levels and price. When commodity and service buying and selling transaction takes place between enterpreneurs and consumers, it doesn’t immediately vanish the responsibilities of the enterpreneurs to the consumer as the impact of their product. Consumer dispute can be resolved through on courts or outside the court based on voluntary choice of the parties. Settlement of dispute through the court provisions on the article 45. The solution of consumers quarrel by court process is by proceeding the procedure which is established by the goverment. Meanwhile the solution for the consumers quarrel outside the court can be solved by using Consumer Dispute Settlement Body (BPSK) which is established by goverment at each secondary region level (regency/city). Apart of alternative consumers quarrel solution for outside the court, the aim of establishment of BPSK is for protect the consumers by creating consumers protection system which contains law certainty and transparancy of information, apart of that BPSK also perform supervision function, which one of them is the supervision of standard clausule inclusion, which harm the consumers. The circulation of commoditty and service product which attached standard clausule in Pekanbaru city, could be one of any reason that BPSK of Pekanbaru is not effective yet. It is supposed to be the representation of goverment in supervising and solving the quarrel between enterpreneurs and consumers, BPSK could be more active in implementing the job, not only be passive and waiting for the reports from the consumers.
