Standard Operating Procedure (SOP) is a guideline phases of work to carry out the work with the functions and employment assessment tools are made systematically so that bureaucracy run effectively and efficiently. Thus the Ministry of Justice and Human Rights issued a Regulation of the Director General of Immigration NO IMI. 1917-OT.02.01 YEAR 2013 about Standard Operating Procedure (SOP) Rudenim. The regulation of the fact the field has not fully follow the SOP on the exit permit while for Deteni. Issue an exit permit while carried without escort by the Rudenim are not in accordance with Regulation of the Minister of Law and Human Rights of the Standard Operating Procedures. This study aims to determine SOP Implementation Rudenim in Kota Pekanbaru (SOP Case Study Permit Exit As for Deteni) and to determine the factors that affect the implementation of SOP Rudenim (SOP Case Study Permit Exit As for Deteni).
In theory the implementation model by Van Meter and Van Horn, there are six variables that establish linkages between policy and performance, namely: The sizes of the basic and policy objectives, policy resources, communication between the organization and activities of the executive, the characteristics of the executing agency, economic, social and political, as well as the tendency executor.
The method used in this research is qualitative research. With the technique done of snowball sampling, the key informant in this study. In this study, an informant who is the Head of Registration and Reporting Administration, Head of Security and Order Rudenim Pekanbaru. Then analyzes the data and manage.
Based on the research and discussion that researchers do in the field, it was found that the implementation of Standard Operating Procedures Rudenim in Pekanbaru (Case Study SOP temporary exit permits for Deteni) has not been implemented to the fullest. That's because the various factors that affect the implementation of this regulation is difficult implemented optimally.
