Issuance of Law No. 6 of 2014 on Village Government Article 55 Village Representative Board or called by another name serves to make Regulation village, community and share their aspirations, as well as to supervise the administrators of the village. The low capacity of officials BPD is one of the obstacles to the process of understanding the functions held. Based on the level of education possessed by the apparatus Village Consultative Body (BPD) can affect the process of understanding the functions held. This is evidenced by the absence of village regulations made by the BPD, There are still some people's aspirations have not been run entirely by members of the BPD as the repair of roads and so on, and BPD has not been fully supervising the implementation of the rules villages such as oversight of the program help cattle and supervision over the course of the Village Budget (APBDes) in the village of Lubuk Betung Rokan IV Koto District of Rokan Hulu.
The theory used is the opinion of widjaja who said that the Village Consultative Body is an entity that works as follows: establish the rules the village with the village chief, accommodate and channel the aspirations of the community, and supervising the implementation of regulations and decision of the chief. This study uses descriptive qualitative data collection techniques of observation and interviews.
The results of this study demonstrate the implementation of the functions of BPD is known that the function establishes the rules villages have not been fully implemented properly because of a lack of cooperation between BPD with the village chief, in addition to the BPD in the village of Lubuk Betung also still vacuum so that no village regulations newly created function accomodating and the aspirations of the community has not done well is because often misunderstanding or difference between the community and the board Village Consultative Body in and share their aspirations, and monitoring functions no supervision is carried out by members of the Village Consultative Body on the course of implementation of the regulations and decisions Village Head itself and the course Budget village due to lack of understanding of the BPD members of this supervisory function.
