Many outstanding foreign products in the market which is affected by the prohibition and barrier products such as used clothing that do not cling to Indonesia excise stamps. This is evidenced by the presence of the practice is still illegal importation of imported goods that do not meet the provisions of the legislation into the customs territory of the Republic of Indonesia. Though the law clearly states the used clothing trade was banned, but the reality in the field, especially in the Market District Military Pekanbaru used clothing trade is increasingly rampant. Imbalance aspired legislation with the fact that there pose a problem. It is clear and bright because of the restrictions that are prohibited by law, where businesses still trade in used clothing which is illegal and still sell at the Market District Military Pekanbaru city, so it is necessary to form the supervision of the offense and how the implementation of the sale of used clothing imported by Article Law No. 47 of 2014 About the trade associated with the circulation of imported second-hand clothes in Pekanbaru City Kodim market and how the response to the sale of imported used clothing in Pekanbaru City Market District Military Command.
The method used is the juridical sociological descriptive. Source of research data derived from primary data from interviews that researchers can directly to the Department of Industry and Trade and Markets Department. Analysis of data using qualitative data analysis and draw conclusions with a deductive method.
The results showed the implementation of the sale of used clothing imports under Article 47 of Law No. 2014 About the trade associated with the circulation of imported second-hand clothes in the Market District Military Pekanbaru City is still a lot going on. This is due to the Market Office has only limited authority to provide a place for businesses but do not have full authority to regulate commerce, and businesses still sell used clothing, used clothing so sellers increasingly widespread. The conclusion of this study is that not all traders who sell goods imported used clothing used clothing sells knowing ban the import as regulated in Article 47 of Law No. 2014 About Trade convicted for 5 (five) years and / or fined Rp 5.000.000.000.00 (five billion rupiah), which still sells used clothing. Suggestions that researchers expect that in order to service the market that manages the market given more authority to crack down on traders not to sell used clothing.
