Law Number 17 Year 2003 on State Finance of the Basic Law is in preparation of the Regional Regulation About APBD Riau Province Year 2016. The delay in preparation of the Regional Regulation About Riau Provincial APBD 2016, became one of the problems that have a major impact on the development of Riau Province. Therefore the aim of this thesis writing, namely: First, the ideal mechanism Formulation of Regional Regulation About Budgets in Riau Province based on Law Number 17 Year 2003 on State Finance; Secondly, factors inhibiting the implementation of the Regional Regulations Drafting About Budgets in Riau Province; and Third, the impact of the delay in implementation of the Regional Regulations Drafting About Budgets in Riau Province. This type of research can be classified in this type of empirical legal research or sociological, Because in this study the authors directly conduct research on the location or point examined in order to provide a complete and clear picture of the issues examined. This research was conducted in the Governor's Office, the Office of the Regional Representatives Council and BAPPEDA Riau Province Riau Province. Population and sample is the Budget Committee of Regions in the Office of the Governor of Riau Province, the Budget Agency Government Legislative Council Riau Province, Sub Section Legal Products DPRD Riau Province, Chairman of Commission C Finance DPRD Riau Province and Head of the Division of Planning for Development Cooperation BAPPEDA Riau Province. Source of data used, namely: primary data and secondary data. Data collection techniques in this study by observation, interview, and literature study. The conclusion that can be obtained from the research is the first, the ideal mechanism Formulation of Regional Regulation About Budgets in Riau Province based on Law Number 17 Year 2003 on State Finance is not appropriate as a whole; Second, Obstacles, namely in the head area of the discussion at the level of SKPD, captivated Corruption Regional Head of Riau Province and Political Dynamics and factors in the parliament that the absence of alignment RAPBD districts / municipalities with budgets Province delay in submitting the draft regulations on the budget to Parliament and Human Resources are lacking; and Third, delay the legislative drafting of the budget revenue and expenditure of the province of Riau in 2016 that delays in the implementation of the program of work, delays in budgetary funds channeled to areas and improved welfare of society. Suggestions author, namely Riau Provincial Party Chief and Council to implement the legislative drafting in accordance with Law No. 17 Year 2003 on State Finance, in order Perda on APBD set on time and to realize administration and create a welfare society.
