Land transportation asset write-off management at Riau University was the research background. The write-off action is also the follow up process of state-owned property management. The process is considered as a complicated and takes a long time because of the terms that must be completed and many authorities are involved during the process. Nowadays, the write-off actions are only intended to the inventory actions of the unrepairable, worn out, or uncompliableproperty. Therefore, these cannot support the optimization of The Indonesian Budget, since state–owned property or national assets should be used to maximize public wealth.
The research designed to analyze management and influencing factors of the land transportation asset write-off at Riau University. George R Terry’s concepts was used as the grand theory on this research, which stated that planning, organizing, actuating and controlling are the influencing factors.
The descriptive method with qualitative approach was used as the research method, while snowball technique was used to gather the data and information and chosen selectively. Chief of General, Law and Administration of State-owned Property Unit and Chief of State-owned Property Sub-unit which was directly involved in the land transportation asset write-off at Riau University was chosen as the key informants.
The result of the research was the land transportation asset write-off procedurethrough the selling / auction mechanism based on Minister of Finance Decree number 50 / 2014 (The Method of State-owned / Regional-owned Property Write-off) and the principle of state-owned property management. In fact, General, Law and Administration of State-owned Property Unit of Riau University hasnot used the management functions completely. As the result, the land transportation asset write-off was not optimally effective, efficient and accountable in managing the state-owned properties. The resume of the research was the land transportation asset write-off management at Riau University classified as “not fully optimum”.
