The purpose of this study was to determine the character, capacity, capital, collateral, and condition of economy, UEK-SP loan borrowers Air Jamban Village Mandau District, Bengkalis Regency.The population in this study were all bad credit customers the UEK-SP program in Air Jamban Village, Mandau District, Bengkalis Regency, which amounted to 966 customers. Sampling is done using the Slovin method, so the sample is 59 respondents. The data used are primary data and secondary data. Data collection techniques using questionnaires, observation, and literature study. The data analysis technique used in this study uses descriptive methods . The results of the study indicate that the character of the borrower funds has a fairly good family condition. The capacity of the borrower to have a business is in poor condition, in terms of capital/capital, most of the delinquent customers are less effective in utilizing capital, this situation causes difficulties for the borrower to manage his business. In terms of collateral, having collateral in the form of securities with a guarantee value greater than a loan. In terms of condition of economy, borrowers of funds that are in arrears in payments are caused by family economic conditions that are classified as sufficient and business prospects tend to be less good..
