Efektivitas Pengelolaan Anggaran Pendapatan Dan Belanja Kampung (Apbkam) Dalam Meningkatkan Pembangunan Fisik Di Kampung Temusai Kecamatan Bungaraya Kabupaten Siak Tahun 2016-2017

This study aims to determine the effectiveness of village income and expenditure budgets management in increasing physical development and in this study will be seen the level of community participation in the development process in Temusai Village, Bungaraya District, Siak Regency in 2016 and 2017. The research method used in this study is a qualitative descriptive method. The results of this study indicate that the management of Income and Expenditure Budget Temusai village with a very effective criteria in managing of income is average 103.5% but ineffective criteria in managing expenditure budget is average 103% in 2016 and in 2017 that is average to 102.5% with a very effective managing of income and average 86% with a quite effective criteria in expenditure budget for physical development. increasing physical development, this is indicated by the suitability of development planning, implementation of development, accountability and evaluation that has been carried out by the village government and the village community.
The level of community participation also noticed from involvement in the planning process, with the existence of Musyawarah Dusun (MUSDUS)), mutual cooperation or community self-reliance and participating in overseeing the results of the village development that has been carried out. however, obstacles from the implementation of development are also experienced when the development process takes place, in terms of human resources (lack of experts), information that is not evenly distributed to the community, disbursement of the budget, and weather climate that cannot be avoided.
