Payment of Capitation Funds The National Health Insurance is carried out upfront every month without taking into account the number of JKN participating patients seeking treatment and the type of health services provided by the puskesmas. It is from this capitation fund that the local government, through the puskesmas, receives funds for health services for patients participating in the JKN program. For implementation in Bengkalis Regency, the Bengkalis District Regulation No. was issued. 13 of 2014 concerning Tariffs for Basic Health services at Puskesmas and its Networks in Bengkalis Regency. This study aims to analyze the management of BPJS Puskesmas funds in Bengkalis District in 2015 and the obstacles that occur. This study uses a type of qualitative descriptive research, data collection techniques with independent interview, observation and documentation methods.
The results showed that: Management of the Bengkalis BPJS Regency funds through several stages and processes, namely planning / budgeting, funding sources, use of funds to control of funds and accountability of these funds. There are several obstacles, including the transfer of funds that only pass through the Puskesmas account (FKTP) and then transfer back to the local treasury, the process of disbursing funds is slow, and the proposals from the puskesmas are not accommodated by the local government through the Health Office Bengkalis Regency.
