Pelaksanaan Vessel Monitoring System Pada Pengawasan Kapal Perikanan Di Stasiun Pengawasan Sumberdaya Kelautan Dan Perikanan Belawan
ABSTRACT
Vessel Monitoring System (VMS) is a fisheries activity monitoring program, using equipment installed on fishing vessels to provide information about vessel activities and positions. This study aims to determine how the application of VMS in the Belawan Maritime and Fisheries Resource Monitoring Station. The method used is a survey method that is doing direct observation of the implementation of the VMS system at the marine and fisheries resource monitoring station Belawan (PSDKP). The analysis used in this study is to use a SWOT analysis, namely the weighting of internal strategy factors and external strategy factors on VMS implementation. The results of SWOT where Strength (S) amounted to 2.18, Weakness amounted to 0.84, Opportunity (O) totaled 2.90, Threat (T) totaled 0.32. Based on the alternative order of the SWOT strategy, that Strength-Oppurtunity (SO) produces the highest weight, where as a strategy that utilizes all the power to seize and take advantage of the maximum opportunities.
