Strategi Kebijakan Percepatan Perhutanan Sosial Di Provinsi Riau
Social forestry is a system of sustainable forest management carried out within state forest areas or customary forests / customary forests implemented by local communities and indigenous peoples as the main actors to improve welfare, environmental balance and social cultural dynamics. Social forestry becomes a mandate through Minister of Environment and Forestry Regulation P-83 2016 which is a form of President Joko Widodo's nawacita. the achievement of social forestry is still far from the target of 12.7 million hectares in 2019, the achievement of social forestry throughout Indonesia has only reached 1.3 million hectares. Riau in the realization of social forestry is very slow, of the 1.4 million hectares targeted for the province of Riau only reached 83,928 hectares in 2018. With these problems, the authors are interested in researching the research title "Social Forestry Policy Strategy in Riau Province".
The problem in this study is the realization of social forestry in Riau Province which is very slow, the social forestry working group is not optimal in its efforts to carry out social forestry institutional functions, there are no local legal products that actually support the acceleration of social forestry in Riau, and the issuance of Perda number 10 in 2018 concerning RTRW Riau Province article 46 (paragraph e) which impedes the acceleration of social forestry. The theory that the researchers used in this study is the theory of social forestry, government policy and good governance. This study uses a descriptive qualitative approach, which seeks to analyze the development and acceleration of social forestry strategies (increasing local government policy commitments, harmonizing the policy environment and synergy of policy actors). The purpose of this study was conducted to analyze the acceleration policy strategy towards the slow realization of social forestry in Riau Province and determine what factors influence the acceleration of social forestry policies in Riau. The technique of extracting information from this research is in-depth interviews, literature study and observation.
The results of this study indicate that the strategy of accelerating social forestry is determined by the commitment of local governments in preparing social forestry institutions in an effort to increase budget allocations, strengthen regulations, facilitate licensing and fostering forest management. Harmonization of the policy environment in the form of political will of regional leaders and socio-economic conditions is influenced by the legislative legislative politics (Regional Regulation) and the economic climate of palm oil dominates land tenure. In addition, strengthening the role and synergy of policy actors (Pokja PPS & KPH) as policy subjects is key acceleration of social forestry in Riau Province.
