Referring to the Pekanbaru City RPJMD, the vision of the city of Pekanbaru is Creating a Smart City Madani. This study used descriptive qualitative method. The technique of determining the research subject uses a purposive technique. The informant in this study was the Head of Public Relations of the Pekanbaru City Government. Head of Public Relations Cooperation Analysis of Pekanbaru City Government, Head of Communication and Information and Media Section of Pekanbaru City and Pekanbaru City community who are in direct contact with the Smartcity Madani program in Pekanbaru City. Data collection techniques are interviews, observations, and documentation. The data analysis technique used interactive data analysis models by Miles and Huberman. Data validity techniques in this study, the authors use participation extension and triangulation.
