Evaluasi Proses Kebijakan Penetapan Prioritas Penggunaan Dana Desa Di Desa Simpang Tanah Lapang Kecamatan Kuantan Hilir Kabupaten Kuantan Singingi 2015-2018

The Priority Decision Policy of Village Fund in Simpang Tanah Lapang Village, Kuantan Hilir District, Kuantan Singingi Regency, focused on the infrastructure program, meanwhile there still other priority program mentioned in regulation concerning village fund, it is community development program, which does not get a portion of the budget. Such this condition makes being missed out of any solution upon any real according to the Simpang Tanah Lapang villager social status.
This research aims to find out the Priority Decision Policy of Village Fund in Simpang Tanah Lapang Village, and the factors which are influences.
To achieve the goal are used qualitative method by analyzing data descriptively. Data collection technique are done by observation, interview, documents and archives by using descriptively analyzing technique.
Theory used on this research refers to Policy Evaluation Theory by William N Dunn. Based on this theory, in evaluating a policy there are 6 (six) approach of criteria consists of effectiveness, efficiency, adequacy, equity, responsiveness, appropriateness.
This research results show that the Priority Decision Policy of Village Fund most focused on one part of priority program, they are facilities infrastructure development, on account of government of Simpang Tanah Lapang village in determining Priority Decision Policy of Village Fund is not based on data of Village Index Development Progress (IDM). Simpang Tanah Lapang Village has been including on a Developing Village Status. Such this status certainly should be an important indicator in determining the Priority Decision Policy of Village Fund.
The accumulation of such policy direction cause to the results of the program are still not achieved the target in an attempt supporting village community economic strengthening, village community increasing work skill and employment, strengthening villagers creative economic capital and villagers feature product, and also the other facilities according to the condition as the community in a Developing Village Status.
