This thesis aims to describe the role of the Pelalawan Regency government
in handling land disputes between residents of Tambun Hamlet, Pangkalan
Lesung Village and Pt. Musim Mas, it was caused by the inclusion of the Tambun
hamlet into the Land Use Rights (HGU) of Pt. Musim Mas.
In order to analyze this research the researcher usespolicy dynamics
theory and the role of local government, as wellThis research uses qualitative
research methods, with descriptive research type in which data collection is done
by interview and documentation.
The results of this study are how the performance of the local government
in this case Pelalawan district to the eleven points of mutual agreement between
the residents of Tambun Hamlet and Pt. Musim Mas. Furthermore, in the
settlement there was no supervision from the government so that it was used by
several actors, both from its citizens and the local government itself, resulting in
resistance from Pt. Musim Mas deals with this case, so that companies can lobby
for their company's interests
