Sinkronisasi Sistem Perencanaan Pembangunan Kecamatan Pangkalan Kerinci Kabupaten Pelalawan Tahun 2019

Pangkalan Kerinci District is one of regional apparatus in Pelalawan
Regency area which is working area of sub district head to realize and succeed in
regional development programs. The process and stages of regional development
planning taking place in Pangkalan Kerinci District should be in accordance with
mechanism that has been determined. However, implementation of development
planning process, several phenomena are not in accordance with process and
stages of development planning. This research aims to analyze the implementation
of development planning program in Pangkalan Kerinci District, Pelalawan
Regency in 2019.
This research was analyzed using sychronization theory, the concept of
regional development planning, and participatory planning by analyzing planning
documents start from RPJMD, Renstra, RKPD, and Renja documents, as well as
examining society aspirations in Musrenbang process for village/sub district,
district, and regency. This research applied a qualitative research approach with
descriptive methods. Data collection was carried out through literature study,
observation, documents, and interviews with informants that has been determined.
The findings of this study indicate that implementation of development
planning synchronization of Pangkalan Kerinci Subdistrict vertically was carried
out by reviewing documents of RPJMD with Renstra, and Renja with RKPD. The
goals and targets, strategies, and policy directions between RPJMD with Renstra
is synchronized. The development goals and targets in Renja with RKPD is
synchronized. Furthermore, implementation of Pangkalan Kerinci District
development planning synchronization horizontally was carried out by reviewing
documents of Renja with Renstra, RKPD with RPJMD, and analyzing
Musrenbang process for village/sub district, district, and regency. The
development goals and targets in Renja with Renstra is synchronized. The
development program between RKPD and RPJMD is synchronized. However, the
results of Musrenbang show that are not synchronized with society aspirations.
Society aspirations are not synchronized with development program priorities,
society does not yet have technical guidance in form of an initial RKA, so forum is
not in line with Budget Work Plans of related agencies, and implementation of
SKPD forum with district musrenbang is very limited and only discussed at
Bappeda, causing the process of synchronizing society priority program with
official work programs not being carried out effectively.
