Tata Kelola Program Desa Maju Indragiri Hilir Jaya (DMIJ) Dalam Pembangunan Kawasan Perdesaan Di Kecamatan Keritang Kabupaten Indragiri Hilir Tahun 2016
The Indragiri Hilir Regency Government of Riau Province established a
2013-2018 Medium-Term Development Vision by prioritizing regional
development through Desa Maju Indragiri Hilir Jaya’s Program (DMIJ). The
DMIJ program was born as an effort to accelerate the development, specifically
in rural areas which are related to community participation and village
independence. DMIJ's strategy is carried out by increasing the role and
empowerment of the community in development which focused on efforts to
develop and encourage community participation in based of the development and
independence of villages.
The Head of the Community Empowerment and Village Government
Agency (BPMPD) stated that the physical achievements of the DMIJ Program
reached 98% as of 18 December 2015. A similar statement stated by the Head of
Tanah Merah Village, Tanah Merah Subdistrict, stated the development sped up
to fivefold after the DMIJ Program. That was also stated by the Sungai Luar
community who received work assistance in a permanent bridge at the end of
2016.
However, in its implementation the DMIJ Program did not run well. The
pattern of relationships created between stakeholders is filled with political
elements, with the result that ignored the empowerment and community
participation aspect. There are still suggestions from the community that should
be a priority but its not summarized at the planning stage. On the other hand,
there are still difficulties in disseminating information to communities in remote
areas. In the end, when implementing the development, local community
participation is considered low. Other examples include the completion of village
financial administration that is often late, the process of disbursing funds that
always coincides with the rainy season, which slows down the implementation of
development programs, the last desire of the group of people to manage
development programs using a contract system so, the original goal of the
implementing DMIJ Program as expected able to increase community capacity
was not achieved.
This study used a descriptive qualitative approach with data collection
techniques using observation, interviews and documentation. The data analysis
technique are qualitative data analysis and selecting informants using nonprobability
sampling techniques by specifying purposive sampling techniques and
snowball sampling. The research location was in Keritang District by selecting
four villages as research locations, namely Kotabaru Seberida Village, Pebenaan
Village, Nusantara Jaya Village and Kayu Raja Village. The selection of the four
villages was adjusted to the formulation of success indicators and the indicators
of performance that refer to the participation of related parties, the harmonyof

planning documents with the realization of results and improving the quality of
development.
The governance practices of the DMIJ Program show that in general, that
development oriented towards village community participation shows positive
progress. The community is so enthusiastic about this kind of development, it is
because the community feels they are valued and involved of what their needs are.
Then in the decision-making stage, it is through a mechanism that refers to
existing regulations. Each stage is believed to have a role in the empowerment
and participation of village communities to reach a mutual consensus. In
addition, the high enthusiasm of the community in attending forums at the village
and sub-district level in conveying their aspirations, giving appreciation and
support for the DMIJ Program shows this program is able to open up public
spaces and increase community participation.
At the implementation stage of development activities, community
involvement to contribute in the form of personnel and funding is a feature of this
program. People do not hesitate to work together and they provide workers'
consumption to reduce the expense. as a result, it made over-accomplished
development activity in several villages. The Village Community Empowerment
Office regularly held an evaluation and monitoring meetings in the field to ensure
the program is implemented well according to the planning. However, based on
the results of field observations, the monitoring process by the community directly
was not really optimal. This is assumed because not all people are ready to be
participate in the implementation of the DMIJ program. The assumption that each
activity will only benefit for certain parties. It still an obstacle to achieving
maximum development quality. The utilization of the results of infrastructure
development that have been implemented, certainly it has a direct impact on the
village community. This is proven by the development and progress of a village
after infrastructure development, one of that is the construction of village roads.
Therefore, broadly speaking, the spirit of rural development governance
through the DMIJ program has been running well. Although there are still some
people who are reluctant to participate actively for various reasons. So that in the
future there needs to be rationalization to the community that participation in
village development is absolutely necessary, considering the village will not
progress if the community does not take part in any development policies.
