Good Governance in Indonesia emerged in the reform era. Good governance arises because of demands on the state of the government in the New Order era with various problems, especially including the concentration of power in the President, both as a result of the constitution (UUD 1945) or the malfunctioning of other top state institutions, as well as clogged channels for public participation in providing social control. The village government plays a very important role in the progress of the village, both in human resource development and infrastructure development. The Village Government also plays a very important role in advancing the community in the social, economic, cultural, scientific and technological fields. The extent to which village government officials can take a central role in a harmonious and coordinated manner. Therefore, community participation in the nomination of village government officials is very important to realize good governance.
Community participation in the Screening of Village Apparatus can be said to be a manifestation of Regional Autonomy at the Village level. The enthusiasm and enthusiasm, or in other words, community participation in the Village Apparatus Screening is one measure that the community really cares about advancing and serving their region, nation and state.
Some of the problems that occur in the village apparatus selection process, for example in Pematang Duku Timur Village, Bengkalis District, are that the community considers that the selection activity is only a formality, the selection materials have not been open to the community, the village apparatus and staff needed by the village usually come from the support of the head. villages in the election process for the pilkades. In other words, nepotism in the recruitment of apparatus in Pematang Duku Timur Village, Bengkalis District, still exists.
The research method used is a qualitative research method with a phenomenological approach. The phenomenological approach is a study that seeks to find the essence of the meaning of a phenomenon experienced by several individuals. The phenomenon examined in this study is a description of the recruitment management activities of the existing village government apparatus in Pematang Duku Timur Village. This method includes methods used for a specific purpose, trying to get oral information or opinions directly from respondents or informants. The interviewees were the Village Head of Pematang Duku Timur and several other people.
Data presentation is the second flow in data analysis activities, data and information that has been obtained in the field are entered into a matrix. Data

presentation can include various types of matrices, graphs, networks, and charts. Once the matrix is filled, initial conclusions can be made. An organized collection of information allows for drawing conclusions and taking action. Drawing conclusions is only part of an activity. Conclusions were also verified throughout the study. In qualitative research, the main principle of the analysis technique is to process and analyze the collected data into systematic, orderly, structured and meaningful data.
The results showed that the management of village apparatus recruitment was carried out by implementing several management steps, namely that each village had made a work program and budget planning each year together with the Village Representative Body (BPD) with reference to the vision, mission and strategic plan of each. Village government, Making job descriptions for each apparatus, work program coordination (actuating function) has not been implemented optimally, especially in the coordination of program activities. In terms of leadership, the village head is a top figure who is highly respected by the community and other village officials. Village apparatus recruitment management activities through activities carried out starting from planning, implementation / implementation and evaluation of human resources.
Then solutions and strategies in the management of Village apparatus recruitment in Pematang Duku Timur Village, Bengkalis District, are carried out by means of strategies related to the number of staff, strategies related to the handover of affairs from the Regency / City Government, other strategies that support to provide good services to and strive for more. independent in terms of financial sources in order to explore the potential sources of the village.
