Dinamika Proses Mutasi Jabatan Struktural Pegawai Negeri Sipil Pada Pemerintah Kabupaten Rokan Hilir Tahun 2011-2017
Mutation of Civil Servants is a dynamics of staffing management in the
government, regional governments that cause professional and political
phenomena. The purpose of this study is to describe the politics of structural
position mutation in Civil Servants of Regional Governments. The research
method uses qualitative methods with in-depth interview data collection
techniques, observation, documentation and analysis of qualitative data using the
Spradley model. The results showed that there was still politicization of position
mutations due to the presence of professional factors which were still weak,
regulations still had gaps, only ceremonial mechanisms, the power of resources in
mobilizing organizations for political gain. In addition there are also
administrative factors and psychological factors, each of these factors impacting
individual employees both career and psychological impact both directly and
indirectly on employees, especially career paths and job competencies as well as
organizational impact with the malfunctioning of the Office of Position and Rank.
The results of the study can be used as a reference by research on bureaucracy
politicization and regional government authority. The closing remarks of
researchers in the research are still happening bureaucratic politicization by the
authorities so that it reduces the principles of employment in a practical and
theoretical manner.
