Respon Pemerintah Malaysia Terhadap Dampak Dari Kebijakan National Sword China
This research analyses the Malaysian government response to the impact
of China's national sword policy. China had been the largest importer of waste
for years between 1995 and 2016, but in 2017 China imposed the national sword
policy, which prohibited the import of 24 types of solid waste and set a
contamination limit of 0.5%, as over time the quality of China's waste imports
diminishes and cannot be recycled. As a result of this policy, waste-producing
countries had to find new destination countries to export the plastic waste.
Malaysia, has been affected by a national sword policy, replacing China as one of
the world's largest importers of waste, which causes environmental damage and
causes many health problems in Malaysia.
This research was built based on the perspective of environmental
political economy. International political economy places great emphasis on the
economic dimension when analyzing the effects of globalization on the
environment. Using the nation-state level analysis, with the theory of policy
making regarding the environment, Malaysia takes action to address
environmental problems by imposing environmental regulations according to
incremental decision-making methods.This research uses a qualitative method by
utilizing books, academic journals, the web, and news from various media to
describe Malaysia's policy in responding to the impact of China's national sword
policy.
As a result, the Malaysian government responded to the outpouring of
waste by imposing a policy to prohibit imports of waste, import tariffs on waste,
and create 18 new more stringent requirements. Shut down the illegal waste
recycling industry, re-export unsuitable waste to exporting countries and create a
road map for Malaysia towards zero single plastic use 2018-2030.
