Dinamika Kepentingan Iaea Dalam Menyetujui Kazakhstan Sebagai Tuan Rumah Bank Uranium Pengayaan Tingkat Rendah Di Ulba, Kazakhstan Tahun 2010-2017

Kazakhstan is one of the countries in the world which that located between
two continents, namely the Asian continent and the European continent, storing
various advantages of high economic value at the international level. Many
international actors who have interests in this region, they want to get the natural
wealth from this one of former Soviet Union countries like uranium that can be
used for military or non military purposes. Uranium is one of metals natural
resources that most dangerous because it is one of the main ingredients of nuclear
weapons. The beginning of the dynamics of interests from international actors in
this country began in 2011 when the IAEA want to create a Uranium Bank in
Kazakhstan. This Uranium Bank are the second Uranium Bank on the
international scale after the first Uranium Bank establish which owned by Russia
in 2010.
In this study, authors used liberalism perspective for analyze the interest
of internaional actors on the establisment of Uranium Bank in Kazakhstan.
Authors used historical approach, with a descriptive-qualitative analysis model, a
type of literature study research, and data retrieval methods through documentary
analysis, books, journals, reports, and internet sites. To analyze it, authors used
internaional rezim for analyze the dynamic’s of interest on the establishment
Uranium Bank in Kazakhstan by IAEA.
The results of this study show that IAEA has demonstrated its efforts as
one of the international regimes which proposed using atoms for peace through
the establishment of a Low-Level Uranium Enrichment Bank in which all member
states will agree on uranium processing systems for the benefit of civil society,
one of which is to fuel nuclear power plants and Kazakhstan as host low level
uranium enrichment bank clearly to dominate the uranium market which is in the
formation of the uranium bank. IAEA will purchase uranium material from
uranium mine in Kazakhstan.
