Strategi Percepatan Reformasi Birokrasi Pemerintah Daerah Kabupaten Kuantan Singingi Tahun 2016-2018
This study aims to determine the Strategy for the Acceleration of
Bureaucratic Reform and to determine the Inhibiting Factors of the
Implementation of the Bureaucratic Reform of the Kuantan Singingi Regency in
2016-2018. This research uses qualitative research methods in order to present
data in a systematic, factual and accurate manner regarding the facts in the field.
Data collection techniques are carried out through observation, in-depth
interviews and documentation. The data obtained were presented descriptively,
namely describing or telling the results of the research in logical sentences so that
they could be understood and easily understood.
Based on the results of research on the Implementation Strategy for the
Bureaucratic Reform of the Regional Government of Kuantan Singingi Regency, it
can be concluded that the strategy for implementing bureaucratic reform has been
going well even though there are several obstacles that prevent it. The strategy
used is to set a vision, mission and policy direction, form a Bureaucratic Reform
Team and the main strategy for bureaucratic reform of the Kuantan Singingi
district government is change management. Meanwhile, the obstacles experienced
by the Kuantan Singingi Regency Government in implementing bureaucratic
reform are the difficulty in changing the mindset of the State Civil Apparatus and
the lack of Human Resources in the Kuantan Singingi Regency Government, so
that existing employees have more workloads.
