Responsivitas Aparatur Dalam Implementasi Kebijakan Sistem Informasi Desa (SID) Studi Di Desa Lubuk Sakat Kecamatan Perhentian Raja Kabupaten Kampar

This study aims to explain the penetration of the State in increasing the
adaptation of the government at the village level to utilize information technology in
providing public services and implementing development. The Village Information System
(SID) as an aspect of public services is held in order to provide convenience for the
public to access village information, especially in Lubuk Sakat Village. The problem of
this research is the unpreparedness of the Village Government in implementing the SID.
With all the existing limitations (network, people and goods), SID Lubuk Sakat has not
shown any significant progress so that the public still experiences limitations in access.
Meanwhile, government intervention through policies so that this SID can be
implemented is already at the technical level, for example, such as the provision of
education and training both at the district and provincial levels.
This study uses the government responsiveness theory which focuses on the
analysis of actions taken by government officials in implementing SID policies as part of
accelerating the expansion of government information. The government's response can be
seen from several aspects, such as the policies launched, resource mobilization to public
participation. This study was conducted in Lubuk Sakat Village, Perhentian Raja District,
Kampar Regency, the approach in this study is a qualitative approach and the data is
obtained through interviews, observation and document review, which are then analyzed
and interpreted in scientific arguments based on government responsiveness theory.
The results of this study indicate that the Lubuk Sakat Village government
apparatus has not been responsive in implementing the Village Information System (SID).
So that the dissemination of development information, public services and empowerment
of rural communities runs slowly. Information about financial management is also
difficult for the public to access in Lubuk Sakat Village, this indicates that the Lubuk
Sakat Village Government has not been able to optimize the development of information
technology to realize Good Village Government and Electronic Village Government. The
obstacles in implementing the Village Information System (SID) faced by the Lubuk Sakat
Village Government include; constraints on human resources, constraints on
technological devices, constraints on supervision and guidance systems as well as
obstacles on community participation in village development.
