Peran Asean Dalam Penanganan Sengketa Antar Claimant State Di Laut Cina Selatan Tahun 2015-2017
This thesis examines ASEAN’s role in managing conflict among the
claimant states in South China Sea 2015-2017. After the Declaration on Conduct
had ratified by the member states of ASEAN and China in 2002, the escalation of
the conflict seems to be ups and downs. China continue to claimed the waters in
South China Sea agressively by established the miltary facilitation and artificial
land (reclamation) near Spratly Island and Paracel Island. The other claimant
states such as Vietnam, The Philippines, Malaysia, and Brunei Darusalam protest
againts China’s Historical Claim. This makes stability and security in Southeast
Asia region threatened. ASEAN as a regional organization in South East Asia
attempted to create a peaceful, secure and stable region.
The methods that used in this thesis is Library Research. This thesis use
Coppenhagen school perspective by Barry Buzan. Securitization is a seminal
feature of the Copenhagen School, whereby actors turn regular issues of domestic
level politics into issues of high politics that affect states on a national level.
Security as a socially constructed phenomenon is highly subjective. This view held
by the Copenhagen School is a guiding aspect of its view on security and securityrelated
issues. And theories that used in this thesis are Security by Buzan and
Maritime Security by Lutz Feldt
ASEAN attempted to negotiate with China to continue discussed about
Code of Conduct which is a continuation of Declaration on Conduct.
Furthermore, ASEAN also built a security community called ASEAN Political-
Security Community which its agenda is to enhance maritime security and
promote maritime cooperation in ASEAN region and beyond. ASEAN also applied
the ASEAN way principles to face the problem between the member states.
