Potensi Dan Nilai Ekonomi Karbon Berdasarkan Biomassa Vegetasi Pada Pengelolaan Taman Wisata Alam Sungai Dumai
The environment provides benefits/services for the life of living things through the results of the environmental services themselves. One of them is regulatory services. Various kinds of regulatory services produced by ecosystems are related to the regulation of systems and processes that occur in nature, including climate regulation. Climate regulation services have several functions, one of which is carbon absorption. Forests are the most dominant area in determining the role of environmental services in carbon absorption. Forests play an important role in climate change as a carbon sink (sink) and carbon storage (stock).
Nature Tourism Park (TWA) is one of the ecosystems that is used to store and absorb CO2. The Dumai River TWA was first designated as the Dumai River Tourism Forest Area in Riau Province based on the Decree of the Governor of the Riau Tk.I Regional Head No. Kpts 85/I/1985 dated January 23, 1985. This area was designated as the Dumai River TWA by the Minister of Forestry of the Republic of Indonesia. through the Decree of the Minister of Forestry by SK Number 154/Kpts-II/1990 dated April 10, 1990. In the Decree of the Minister of Environment and Forestry of the Republic of Indonesia Number SK.903/MENLHK/SETJEN/PLA.2/12/2016 dated December 7, 2016, then The appointment of the Dumai River TWA has an area of 3,567.62 hectares in Dumai City, Riau Province.
In Dumai River TWA there are non-forestry activities that cause damage to forest vegetation which greatly affects the climate control function. These non-forestry activities include the conversion of some parts of the area into oil palm plantations and community settlements. The population growth is quite high and the need for large land from the community around the Dumai River TWA area has resulted in enormous pressure on the area. If this activity continues, this forest will release CO2 and will no longer be able to produce O2. Deforested and degraded forests cause the function of environmental services to absorb/store carbon to be disrupted. The impact is that the microclimate of Dumai City will worsen.
This forest management approach uses an economic value approach in assessing the environmental services of a forest area, so that the management of a forest area can be optimal and sustainable. Calculation of the economic value of natural resources with an economic valuation approach can be done in order to prevent damage to natural resources and the environment.
This research on the potential and economic value of carbon based on vegetation biomass in Dumai River TWA management aims to: 1) Analyze carbon potential based on forest vegetation biomass in Dumai River TWA, 2) Analyze carbon economic value based on forest vegetation biomass in Dumai River TWA. 3) Analyzing the role of the government and the community in managing the Dumai River TWA.
The study was conducted in the protection block of Dumai River TWA with an area of 194.66 ha, because the protected block is relatively forested.

Direct observations were made based on vegetation biomass at the pole level (10-20 cm in diameter) and tree level (above 20 cm in diameter) using the Systematic Sampling with Random Start technique. The placement or selection of the first measuring line is done randomly (random) and the next line is placed systematically with a distance between plots of 200 m and each sampling plot measuring 20 m x 100 m (0.2 ha).
The results of carbon research in the protection block of Dumai River TWA with an area of 194.66 ha are 8,537.78 tons. Furthermore, after extrapolating to the total area of Dumai River TWA with an area of 3,567.62 ha, the carbon obtained is 156,475.8 tons.
The carbon economic value is obtained by calculating the benefit transfer method, so that the carbon economic value based on the area of the Dumai River TWA of 3,567.62 ha is Rp. 29,797,493,322, - (twenty nine billion seven hundred ninety seven million four hundred ninety three thousand three hundred twenty two rupiah). The carbon potential is large enough to reduce global carbon emissions. The reduction in forest area due to deforestation and degradation will reduce the potential for environmental services to absorb carbon and have an impact on climate change.
Based on the results of interviews and descriptive analysis, the relevant sources in management of Dumai River TWA are 1) Riau BBKSDA, 2) Dumai City BAPEDDA, 3) Dumai City DISPORAPAR, 4) District around Dumai River TWA, 5) Communities around Dumai River TWA. BBKSDA Riau and the government at the site level, in this case the district and the community around the area, has a dominant role. In carrying out its role, BBKSDA Riau has made various efforts in area management such as area protection, reforestation and area rehabilitation, community development through conservation cadres and providing assistance to increase productive economy to communities around the area. This effort is carried out in order to achieve sustainable management of the Dumai River TWA area which has an impact on climate change.
