ABSTRACT
Oil palm plantation activities in Indonesia have been critisized for environmental
issues. The Government of Indonesia published Presidential Regulation no 44/2020
regarding Indonesian Sustainable Palm Oil (ISPO) Certification System to ensure more
sustainable production of palm oil. Palm oil and mill companies, oil palm smallholders,
traders and all activities in the supply chain must comply with ISPO certification.
However, independent smallholders face a number of barriers to meet the standard of
ISPO, particularly business legality, farmer organization, and good agricultural
practices. The objective of this study is to analyse perception of independent oil palm
smallholders in Cooperative Sekato Jaya at Mandi Angin Village, Siak Regency during
the process and after obtaining ISPO certificate. The research was conducted on
December 2020-July 2021. Survey method is used to collect primary data through indepth
interviews with farmers. Data were analysed using Likert Scale to measure
farmers’ perception. The result shows that farmers do not face significant barriers during
the process and after obtainaing ISPO certification, however some farmers found
difficulties in documenting farm activities and using protection equipment. Partnership
financial and technical supports influenced farmers’ perception to participate in the
process and obtaining ISPO certificate.
