Bukit Suligi Education and Training Forest, a Kawasan Hutan Dengan Tujuan Khusus (KHDTK), covering an area of 2,183 hectares is located in the Bukit Suligi Protected Forest area, located in Rokan Hulu District. The determination of the Bukit Suligi Education and Training Forest as a KHDTK in accordance with Law Number 41 of 1999 concerning Forestry which states that the government can designate a certain Kawasan Hutan Dengan Tujuan Khusus (KHDTK). KHDTK is intended for public purposes such as: research and development, education and training, as well as religion or culture.
The land cover condition of the Bukit Suligi Education and Training Forest KHDTK in 2019 had been turned into plantations for 920.41 ha (42.16%) and shrubs 495.87 ha (22.72%). The condition of land cover that is still forested is secondary dry land forest covering an area of 684.01 ha (31.33%) and plantation forest covering an area of 20.29 ha (0.93%) which need to be continuously maintained and increased in area. The rest are settlements, mixed dry land agriculture, open land and water bodies covering an area of 62.42 ha (2.86%). The decrease in forested land cover due to forest encroachment by some communities and turning them into oil palm plantations has led to the ability of the Bukit Suligi Education and Training Forest KHDTK as part of the Bukit Suligi Protected Forest Area to provide protection to the surrounding area and its subordinates as a water regulator, flood prevention and erosion and maintain soil fertility is reduced which results in the degradation of the quality of natural resources and the environment. This degradation of the quality of natural resources and the environment, if not corrected, will cause various negative impacts for the community itself, such as reduced water flow. This condition causes people's wells to dry during the dry season, accompanied by arid environmental conditions.
KHDTK Bukit Suligi Education and Training Forest as part of the Bukit Suligi Protection Forest also provides benefits for human survival, especially the community around the area and other ecosystems. These benefits can be assessed economically through the total economic valuation approach. The total economic value includes both use value and non-use value. Use value includes direct use value and indirect use value and option value. Meanwhile, the non-use value is in the form of the existence value of KHDTK Bukit Suligi Education and Training Forest. This understanding of the total economic value is expected to improve the assessment of managers and communities on the economic value of natural resources. Good quality of natural resources and the environment will improve the welfare of people living around forest areas in particular and society in general.
This research was conducted for one month, in February 2021. This economic valuation research was carried out with a quantitative approach. The calculation of the total economic value of natural resources KHDTK Bukit Suligi Training Forest was determined based on the calculation of the use value and

non-use value. Use value includes direct use value, indirect use value, and option value. The direct use value of the Bukit Suligi Education and Training Forest KHDTK is calculated based on the economic value of water, the economic value of firewood, the economic value of bamboo and the economic value of matoa fruit. Indirect use value is calculated based on the economic value of carbon sinks. The value of choice in this study was calculated based on the value of biodiversity referring to the Regulation of the Minister of the Environment no. 15 of 2012 concerning Guidelines for Valuation of Forest Ecosystems. The non-use value was calculated based on the existence value using the Contingent Valuation Method (CVM).
The total economic value of the Bukit Suligi Education and Training Forest KHDTK is Rp. 11,206,248,250/year. This value comes from the utility value which includes the direct use value which consists of the economic value of water which is Rp. 1,049,219,066/year, the economic value of firewood is Rp. 1,068,038,636/year, the economic value of bamboo is Rp. 953,958,140/year, and the economic value of the matoa fruit is Rp. 1.0200.000.000/year. While the indirect use value in the form of the economic value of carbon storage is Rp. 6,653.873,257/year. The next use value is the option value of Rp. 96,826,178/year and the last is the non-use value in the form of existence value of Rp.364.332,973/year. The total economic value of the Bukit Suligi Education and Training Forest KHDTK for 25 years is Rp. 101,719,563,820 assuming a fixed price and an interest rate of 10%. The highest economic value of the KHDTK Bukit Suligi Education and Training Forest comes from the indirect use value of carbon storage, while the lowest value comes from the option value.
The economic value of indirect use of carbon storage is the highest value in the KHDTK Bukit Suligi Education and Training Forest which shows the great potential possessed by the vegetation of the Bukit Suligi Training Forest KHDTK in absorbing and storing carbon. These results could recommend to forest area managers, communities and related parties to maintain, conserve and store carbon. Increase this potential value by maintaining and conserving forest area vegetation, because if forest vegetation is damaged, the forest area's ability to absorb and store carbon will also decrease. Managers of the Bukit Suligi Education and Training Forest KHDTK are advised to continue to provide information on the economic value of the area to the community in order to better understand and appreciate the importance of forest areas, hopefully, they are motivated to maintain and preserve them.
