Green open space is needed to improve the quality of the environment in urban areas ecologically, aesthetically, and socially. Bengkalis District, which is the district capital, is very busy with activities, so that the development of the city is pressed by the flow of urban development. The development carried out has an impact on the development of environmental quality as a result of development that is not environmentally sound. Land use in Bengkalis District is dominated by residential areas, offices, and education which have an influence on the existing green open space. Bengkalis District which has an area of 464.89 km2 with a population in 2019 reaching 82,111 inhabitants. This number increased dramatically compared to 2014 which was 77,488 people with a population growth rate of 1.58% per year (Central Bureau of Statistics Bengkalis Regency, 2019). Rapid population growth from year to year has resulted in the degradation of the carrying capacity of the region, especially the environmental carrying capacity.
The increase in population and the number of development activities in Bengkalis District have not been matched by an increase in the number of green open spaces. The misalignment of development development with the availability of green open space will pose a threat to the ecology of human life. The area that used to be seen full of green expanses of tree leaves has turned into an industrial and residential area.
The purpose of this study is to determine the existing condition of green open space (parks, forests, green roads, cemeteries, sports fields) in Bengkalis District, Bengkalis Regency until 2020 and develop a strategy to increase green open space in Bengkalis District, Bengkalis Regency.
This type of research is a qualitative research with a survey method. The data collection techniques in this study are based on literature studies, field surveys, interviews and documentation. The analysis used is SWOT-AHP by compiling a questionnaire which was distributed to 15 respondents with the selection based on purposive sampling technique. Respondents consist of representatives of related managers.
Based on the results of the study, it is known that the existing green open space in Bengkalis District until 2020 is only available for an area of 2,358,077 Ha. The results of the calculation based on the percentage of the area, there is still a shortage of green open space covering an area of 7,921,923 hectares. Based on the population, green open space is sufficient and based on oxygen demand, there is still a shortage of green open space covering an area of 3,770,933 hectares. The strategy for fulfilling green open spaces in Bengkalis District, Bengkalis Regency consists of SO Strategy, namely mapping of potential land such as government-owned assets as an alternative to providing public green open space, providing cooperation between the Regional Government and Villages/Kelurahan related to the provision of public green open space in

Bengkalis District, procurement of government cooperation Regions with private parties related to the provision of public green open space in Bengkalis District.
The ST strategy is to limit and anticipate the possibility of accommodating the needs of the community on the grounds that the use of open land becomes the area's need for housing and economic activities, the use of agricultural land as a green line protected area with the concept of organic agriculture tourism. The WO strategy is a policy of incorporating green open space in Bengkalis Sub-district into spatial planning, optimizing the RTH Borders of the River through the provision of parks and conservation-based river tourism concepts, optimizing the Green Line RTH Road through reforestation in all areas of the Green Line RTH Road in Bengkalis District, adopting the Green City concept. into the Bengkalis Regency RTRW. The W-T strategy is the provision of policy directions for Regional Regulations related to the minimum requirement of 20% of the provision of public green open space in a built plot to minimize the impact of land conversion.
