Model Revitalisasi Kebijakan Pembangunan Masyarakat Bagian Hulu Bantaran Sungai Siak

Pressure continues to develop from day to day upstream of the Siak River, especially in the watershed, which results in lowering the water quality and sedimentation in the river, and that impacts on the river ecosystem itself.
The main objective of this research is to formulate a model of revitalization of community development policies upstream of the Siak River.
This research uses both qualitative and quantitative methods with survey data collection. The data were analyzed descriptively using MDS (Multi-Dimensional Scaling), with the rapfish software, and the prospective analysis using the Importance-Performance Analysis (IPA) technique.
The alternative priority scale for the upstream Siak River management strategy is carried out through (a) river border protection is carried out in all riverbank areas in accordance with regulations related to river boundaries; (b) local culture is applied in natural resource management and social interaction and interpreted as part of sustainable development; and (c) the level of community participation in development is driven from the low category to the high category.
The upstream management revitalization model of the Siak River (SR) is influenced by the interaction of the application of local culture (lc), river boundaries protection (rb) and the level of community participation (cp) which can be described by the function SR = f (lc, rb, cp) The conceptual revitalization is formulated by carrying out river boundaries protection through the implementation of local culture with the community as the main subject, and is carried out by (a) developing the concept of 'dusun' (Perennials mixed plantations) to manage river boundary land; and (b) applying the riverfront concept (building houses facing the river) to organize riverfront settlements. The revitalization of the two local cultures must be interacted with by increasing community participation through the cultural development which are the open discussion and mutual cooperation.
