Kapabilitas Pemerintah Daerah Dalam Mengawasi Perdagangan Barang Ilegal Di Kabupaten Karimun Provinsi Kepulauan Riau Tahun 2015-2017

Karimun Regency is a national border area that has strategic value both
from a political and economic point of view. From a political point of view, it can
be said that Karimun Regency is an illustration of development achievements and
government management. Meanwhile, from an economic point of view, Karimun
Regency will become the foundation of the country's economy because there will
be a mobilization of resources that will have an impact on the country's foreign
exchange. Territorial borders are the main manifestation of regional or regional
sovereignty where borders have an important role in determining the boundaries
of sovereign territories, resource utilization and legal certainty for the
implementation of government activities. One of the problems that continues to be
faced by Karimun Regency is the problem of illegal trading of goods
This research was conducted with the aim of knowing and analyzing the
government's capability in supervising illegal trading in border areas, especially in
Karimun Regency. Furthermore, the purpose of this study can be derived into
several objectives, namely knowing the authority of the Regional Government, the
relationship between institutions, the interests of actors and institutions in the
practice of trading in illegal imported goods in Karimun Regency, Riau Islands
Province in 2015-2017
The results of the discussion can be concluded that first, the authority of
the Regional Government in supervising the practice of trading in illegal imported
products has been regulated in Law no. 23 of 2014, but at the regional level
(Tanjung Balai Karimun Regency) there is no regulatory apparatus, only the
transfer of some of the authority of the Regional Head to the Office related to the
trade affairs in question. Second, the relationship between institutions in
supervising the trade of illegally imported products is even more intense with the
signing of the MoU between the BC Office and the Karimun Regency
Government. Third, the interests of actors and institutions in supervising trade
practices of illegal imported products can be seen from the economic aspects,
needs, regulations and stability of state trade
