Kajian Pemanfaatan Kawasan Bergambut Berkelanjutan Di Kecamatan Bengkalis
This research was conducted in Bengkalis District, especially the research area in Senggoro Village, Wonosari Village and Pedekik Village. The criteria for the research area are being in a peat area with depth ≥ 3 meters and its surroundings, there is an agglomeration of settlement and agricultural activities, and being in a village that has a moderate to high frequency of natural disasters (forest and land fires and floods) from 2018-2021. The purpose of this research is to identify the ecological conditions, RTRW policies and related regulations, as well as the socio-economic and socio-cultural conditions of the community towards the use of peat areas in the research area. This research was analyzed descriptively qualitatively using data obtained from primary and secondary surveys. Sampling was done by purposive sampling.
The results showed that: (1) the management of the utilization of peat areas is not ecologically sustainable because there are burn marks on vacant land which causes the soil surface layer to dry (not moist), the presence of canal blocking is not adequate with a groundwater level > 0,4 meters from the surface and canals are not maintained from sedimentation and shrubs as well as local flooding occurs when it rains heavily (the ability of peatlands to absorb water decreases); (2) the utilization of peat areas based on the RTRW of Riau Province 2018-2038 is not in line with related regulations for the protection and management of peat ecosystems, and has not been supported by ‘Rencana Perlindungan dan Pengelolaan Ekosistem Gambut (RPPEG) Kabupaten’ document so as to provide flexibility for land managers to utilize their land and can reduce the function of peatlands, especially in peat areas with a depth ≥ 3 meters; and (3) the utilization of peat areas from a socio-economic and socio-cultural perspective, the community does not have a sustainable environmental perspective in settlement and agricultural activities because people are still carrying out activities of burning household waste and burning activities for soil fertility due to the low income of the community so burning is considered very cheap and practical, and there is no solid waste infrastructure to dispose of household waste as well as weak local law enforcement on the protection and management of peat ecosystems.
Therefore, from the ecological, policy, and socio-economic and socio-cultural aspects of the community, current regulations or policies have not been able to control the community for sustainable use and management of peatlands. It is recommended that: (1) from ecological problems, it is necessary to secure fire-prone areas and fire scars by using the 3R strategy (Rewetting, Revegetation and Revitalization), maintaining canals from shrubs, and providing adequate canal blocking with a sluice system and setting the ground water level to less than 0 ,4 meters from the surface to keep the land wet; (2) from the problems of the RTRW policy and related regulations, it is necessary to review the protection and cultivation functions of the peat ecosystem and its arrangements in the making of the Bengkalis Regency RPPEG document to be a reference in the making of the

RTRW; and (3) from socio-economic and socio-cultural problems of the community, it is necessary to strengthen government institutions and community organizations in preventing forest and land fires, socializing the use of special containers as fuel media in every community's house, providing waste infrastructure for household waste and providing incentives in the form of eliminating waste retribution which uses the 3R concept (reuse, reduce, and recycle), and provide subsidies for plant fertilizers to people who have land or agricultural activities.
