Strategi Pengelolaan Areal Dengan Nilai Konservasi Tinggi Pada Perkebunan Kelapa Sawit (Studi Kasus Pt Adei Plantation & Industry Kebun Mandau)
Along with the successful development of the palm oil industry commodity in Indonesia, many parties accuse oil palm as the cause of the decline in biodiversity. These negative accusations affect the development of the palm oil industry in Indonesia and directly affect the price of Tandan Buah Segar (TBS) at the farmer level. Facing various ecological issues in the palm oil industry, a sustainable palm oil management approach is implemented as stated in the Minister of Agriculture Regulation No. 38 of 2020 concerning the Implementation of Indonesian Sustainable Oil Palm Plantation Certification. which contains the obligations of plantation business actors to own and manage areas with High Conservation Value (HCV) in the company's operational area (HGU).
PT Adei Plantation & Industry Kebun Mandau is a company engaged in the oil palm plantation business and is known to have an HCV Area of 112.41 ha. One of the HCV Areas of PT Adei is known to be a Local Protected Area, namely the Penaso sub-watershed, which is currently experiencing land degradation due to land use. Some parts of the river border have been converted into cultivated land. On the other hand, land conversion becomes a threat to biodiversity which is a habitat for wildlife. The size and importance of PT Adei Plantation & Industry's HCV Area requires efforts to manage the HCV Area to carry out sustainable development of oil palm plantations.
This research aims to; 1) analyzing biodiversity in high conservation value areas in oil palm plantations; 2) analyze the socio-economic conditions of the population in high conservation value areas in oil palm plantations, and; 3) Formulate management strategies for high conservation value areas in oil palm plantations
The research was conducted at PT Adei Plantation & Industry Kebun Mandau in May – July 2021. The study used a survey method approach by observing the HCV Area of PT Adei Plantation & Industry Kebun Mandau. In addition, a data collection was also conducted by interview using a questionnaire instrument. The data collected includes 3 (three) parameters, namely; 1) biology (vegetation and animals); 2) socio-economic (village profile, livelihood, level of welfare, local wisdom, and utilization of HCV Area, and; 3) Management of HCV Area. To draw an HCV Area management strategy, a SWOT analysis is used by synthesizing the results of the analysis of biodiversity, socio-economics, and management of the HCV Area.
From the data that has been collected, it was found that the biodiversity in the HCV Area of PT Adei Plantation & Industry Kebun Mandau found 29 plant species grouped into 19 families, with a low to moderate diversity index (1.38-2.29). Meanwhile, for the aves class in the HCV Area of PT Adei Plantation & Industry Kebun Mandau found 33 bird species grouped into 21 families, with a moderate diversity index (2.09-2.77).

In general, the education level of the residents of Kuala Penaso Village (53%) graduated from junior high school. As much as 77% of the indigenous people of the Sakai tribe in Kuala Penaso Village know about traditional activities, but 70% of the population rarely participates in traditional activities. Interaction with HCV Areas as many as 37% of the population stated that the HCV Area provided benefits in meeting their daily needs. The people's livelihood is generally in the oil palm plantation sector (47%). The average income level of the population is around IDR 2.5 – IDR 4 million/month (57%).
The management strategy needed by PT Adei Plantation & Industry Kebun Mandau in managing the HCV Area is the WO (weakness-opportunies) strategy, by: (a) establishing a special institution for HCV management and increasing the capacity of competent human resources for managing HCV Areas and allocating special funds for management HCV area, and; (b) apply the principle of efficiency to every plantation activity.
In order for the objectives of the ISPO contained in the Minister of Agriculture No 38 of 2020 to be carried out properly, therefore PT Adei Plantation & Industry Kebun Mandau needs to form a special institution for HCV management to manage the HCV area within the HGU area. In addition, it is also necessary to enrich plant species in the Penaso River Border area. Furthermore, a meeting was held between the management of PT Adei Plantation & Industry Kebun Mandau and the people who control the land in the Penaso River Border area to restore the function of the area as an effort to restore the Penaso watershed.
