Radio Frequency Spectrum Monitoring Center (BALMON) is a Technical Service
Unit (UPT) under the Directorate General of Resources and Equipment of Post and
Information Technology (SDPPI) in charge of supervising and controlling the use of
the radio frequency spectrum. The obstacles that occur in Balmon are difficulties in
determining the location of the station, damage to data from the measurement of radio
technical parameters, unsystematic division of teams, and evaluating employee
performance still using the manual method which of course takes a long time and is
inefficient. So we need an information system that can overcome the existing
problems. This research consists of several stages such as literature study, field study,
system analysis, system design, and system development. The system analysis stage
is the collection of software elements requirements. In the system design stage there
are several diagrams, such as use case diagrams, class diagrams, and sequence
diagrams made as a reference in system development. Use Case diagrams have
several use cases such as logging in, managing clients, managing stations, managing
measurements, managing employees, managing coordinators, managing teams,
managing team work recaps, managing employee work recaps, managing users, and
viewing maps. The class diagram consists of several classes, namely users,
employees, team coordinators, teams, stations, clients, measurements, work recaps,
team work recaps, and employee work recaps. With a detailed design, the information
system for measuring radio technical parameters at the Batam frequency spectrum
monitoring center based on web GIS is implemented as a solution to the existing
problems.
