ABSTRACT
Forest fire is a tragedy or a situation where a forest is hit by a fire that can cause losses in the economic, aesthetic, political as well as ecological fields. Forest and land fires are caused by several factors such as natural and human factors. Desa Makmur Peduli Api (DMPA) is a program formed by Asian Pulp and Paper (APP) - Sinarmas Forestry which aims to prevent forest and land fires and improve the community's economy in several villages. This study aims to determine the activities and management of the DMPA. The location of this research is in Sepahat Village, Bandar Laksamana Subdistrict, Bengkalis Regency in October-December 2021. Determination of informants in this study using purposive sampling method. Informants in this study were the Head of the Public Relations Department of Sinarmas Forestry Region Riau, Head of the Public Relations Department of PT. Bukit Batu Hutani Alam (BBHA), village head/staff of Sepahat village, chairman/member of the Fire Care Community (MPA) of Sepahat Village, chairman of BUMDes of Sepahat Village and representatives from communities involved in managing the DMPA program (beneficiaries). The data obtained from the research results will be analyzed using descriptive analysis. Based on the research results, there are several types of DMPA programs implemented in Sepahat village, namely goat farming, sweet corn cultivation, pineapple, watermelon, eggplant, fishing gear for fishermen (sondong), sweet potato chips making machine. The DMPA program in Sepahat village has not been continued since 2019 due to several obstacles, namely, weather and natural conditions, pest and disease attacks, raw materials for making chips are difficult to obtain, lack of role of assistant staff, lack of responsibility of BUMDes as partner institutions, lack of understanding of related beneficiaries DMPA program.
