Agility Governance in the Implementation of Child-Friendly Cities in Pekanbaru City in the Special Protection Cluster

ABSTRACT
This research was conducted in Pekanbaru City, at the Pekanbaru City Office of Women's Empowerment, Child Protection and Community Empowerment. The purpose of this study is to determine the function and agility of the Pekanbaru City government through the Child Worthy City (KLA) program in a special protection cluster with an agility governance perspective and to find out what factors are supporting the implementation of the Child Worthy City (KLA) program in the special protection cluster in Pekanbaru City. The data collection technique in this study is by observation, interview, and documentation, with a qualitative type of research with a descriptive approach, namely by describing the research results and analyzing so that the results are obtained and then conclude them. based on indicators of agility governance theory according to Dowdy & Rieckhoff which are used to answer problem formulations, the indicators are Strategy, Structure, Process, and Human Resources. From the results of the analysis based on each indicator of measuring the agility of the program, the results obtained from the agility governance of the implementation of the Child Worthy City program on special protection can be said to be agile in its implementation and all indicators on measuring the agility of the program have been achieved, because this program output is an award, the researcher also sees how the supporting factors for the running of the program and obtained several supporting factors, namely the support factor of the Pekanbaru City government in realizing the implementation of the Child Worthy City program in Pekanbaru City is no exception to the special protection cluster and support from outside the government who participate in helping.
