ABSTRACT
The Pekanbaru City Transportation Service implemented a new innovation, namely replacing the KIR test book with a BLUE smart card in order to improve service and avoid fraud when testing vehicles. As for the implementation, supervision of the BLUe smart card in Pekanbaru City is the responsibility of the Region IV Land Transportation Management Center for Riau and Riau Islands Provinces, as the motor vehicle tester supervisor. The phenomenon of finding owners of transport vehicles and trucks loaded with goods who have not replaced their KIR books with BLUe smart cards and the discovery of counterfeit smart cards, where the scanned barcode does not display test results has made Pekanbaru City one of the cities affected by investigations regarding BLUe smart cards. Based on these problems, supervision is needed to ensure that the policy runs as it should. The purpose of this study is to describe and analyze how the supervision of the implementation of BLUe smart cards by BPTD Region IV in Pekanbaru City, as well as identify and analyze the inhibiting factors of monitoring the implementation of BLUe smart cards by BPTD Region IV in Pekanbaru City. This study uses a qualitative approach with descriptive analysis method. Data collection was obtained through interviews, observation and documentation and then analyzed so that conclusions can be drawn from existing research problems. The results of the study show that the supervision of the implementation of the BLUe smart card by BPTD Region IV in Pekanbaru City has not run optimally, this is due to several factors that have made the supervision process not run properly and optimally, namely the lack of human resources in carrying out supervision, lack of operational budget for monitoring activities, and there is no specific schedule set for supervision.
