This study aims to describe the profile of sports personnel in Pekanbaru City as part
of a holistic and sustainable sports development effort. The research used a
descriptive method with purposive sampling involving five key institutions: the Youth
and Sports Office (Dispora), the Education Office (Disdik), the Indonesian National
Sports Committee (KONI), the National Paralympic Committee (NPC), and Special
Olympics Indonesia (SOIna). Data were collected through observation,
documentation, and structured data tables, then analyzed systematically. The results
showed that the majority of certified sports personnel came from Dispora (62
coaches) and KONI (46 referees), while NPC and SOIna still lack sufficient
professional staff. Certifications and licenses among personnel are unevenly
distributed, especially in special and educational sports. Institutional synergy and
increased resource support are needed to improve the quality of sports coaching and
achievements in Pekanbaru.
