Pelaksanaan Hukum Adat Terhadap Rantau Larangan Dalam Melestarikan Sungai Di Desa Seikijang Kecamatan Rokan Iv Koto Kabupaten Rokan Hulu
ABSTRACT
Rantau Larangan is a form of local wisdom practiced by the indigenous
community of Seikijang Village to preserve rivers and maintain fish populations.
This tradition prohibits fishing in designated river areas for a certain period and
imposes customary sanctions, both social and spiritual, on violators. This
research aims to examine the implementation mechanism of customary law in
Rantau Larangan, the supporting and inhibiting factors, and its alignment with
national legal frameworks.
Using a sociological-juridical method, data were collected through
interviews, field observation, and documentation. The findings reveal that Rantau
Larangan is carried out through communal deliberation involving traditional and
religious leaders, and is reinforced by sacred rituals. Customary sanctions,
including fines, social exclusion, and spiritual beliefs, effectively maintain
community compliance. Supporting factors include community awareness, the
authority of customary leaders, and legal support from local and national
regulations. Inhibiting factors include declining youth awareness, modern fishing
technology, and the lack of written documentation of customary rules.
The study concludes that Rantau Larangan is not only a cultural heritage
but also an effective tool for sustainable resource management. Recognized by the
Constitution and national laws, its preservation is vital as a model for integrating
customary and state law in environmental protection.
