Pemberdayaan Gelandangan Dan Pengemis Di Kota Pekanbaru
Homeless people are people who live in a condition that is not in accordance with the norms of decent living in the local community, and do not have a permanent place to live and work in a particular area and live wandering in public places (Article 1 point 1 PP 31/1980). Meanwhile, beggars are people who earn income by asking in public in various ways and reasons to expect mercy from others (Article 1 point 2 PP 31/1980).
Researchers using a theory that is considered relevant to this problem is Gunawan Sumodiningrat's (1997) Expression Theory (Dr. Zaili Rusli 2014: 18). The findings in this study show that capital, skills, management, and not effective enough are carried out by the Office of Social Affairs in empowering homeless and beggars. Lack of supervision makes the homeless and beggar empowerment program temporary and they prefer to return to begging and begging.
