Kebijakan Komunikasi Pemerintah Daerah Kabupaten Bengkalis Dalam Pengembangan Pariwisata Di Kecamatan Rupat Utara
North Rupat has the potential for marine and cultural tourism which is very beautiful. This potential is supported by the policy of the Central Government by establishing Rupat Utara island as the National Tourism Strategic Area (KSPN). Meanwhile, the Bengkalis Government has also established North Rupat as the center for regional superior tourism development in the Bengkalis Regency Mid Term Development Plan (RPJMD) for period 2016 – 2021.
This study uses qualitative methods through the perspective of communication policy, through data collection techniques of interviews, observation, literature studies and focus group, using data analysis techniques Huberman Miles.
The results of this study explain that tourism in District North Rupat is oriented towards marine tourism as a superior supported by cultural tourism, and typical malay culinary tourism according to the branding set by the Bengkalis Government as Maritime Malay Tourism. Policy communication in the development of North Rupat island tended to be carried but in one direction and was very formalistic. The communication was top down. Government communication that occurs between regional apparatus with in the scope of the government Bengkalis tends to be dominated by vertical communication with genre information from on to under (downward communication) is based on power relationships in the hierarchy, but tourism policy has not reflected political will because each of the Bengkalis Government Works Units (SKPD) have not synergized in the development of tourism in North Rupat Island. In the implementation of the communication policy that has been carried out, Bengkalis Regency Government has several supporting factors and barrier factors which are still concentrated on not optimal communication, weak coordination and synchronization, limited human resources and budget availability so that tourism development in Rupat District still sectoral in nature and far from the district RPJMD target, strategic Plan (RENSTRA) and Plan National Tourism Development (RIPPARNAS) which has been established since 2016 ago.
