ABSTRACT
This study aims to determine the effect of human resource quality,
organizational commitment, facilities and infrastructure and leadership style on
the readiness of local governments in implementing PP number 12 of 2019. This
research is a quantitative study where the data used in this study are primary
data. The population in this study were all regional apparatus organizations in
the city of Pekanbaru. The research sample was selected using saturated sampling
method, the research sample selected was 45 OPD. The data analysis technique
used in this research is descriptive statistics and multiple linear regression
analysis. Data collection procedures using a questionnaire distributed to 180
respondents. The results of this study indicate that the quality of human resources,
organizational commitment, facilities and infrastructure, and leadership style
affect the readiness of local governments in implementing PP number 12 of 2019.
