Pengelolaan Keuangan Pemerintah Dalam Penanganan Belanja Jaring Pengaman Sosial Pada Masa Pandemi Covid-19 (Studi Kasus Pada Pemerintah Provinsi Riau)

ABSTRACT
The Social Safety Net Program was provided to help poor and vulnerable
families in the epicenter of Covid-19 to ease their burdens during the pandemic. This
research aims to observe how the financial management of the Regional Government
in dealing with the Covid-19 Pandemic. In particular, observing the impact on
financial management in the social safety net of the Riau Provincial Government
regarding the Covid-19 Pandemic. The research method used is a qualitative method
with a type of case study. The data collection technique used in-depth interviews,
observation and documentation. To ensure the validity of the data, triangulation was
carried out by conducting source triangulation and technical triangulation. The
informants in this study consisted of key informants, main informants and supporting
informants. Key informants are the Head of the Budget, the Head of the Treasury and
the Head of the Sub-Section of Accounting and Reporting. Meanwhile, the main
informants and supporting informants were selected using the snowball sampling
technique. Data analysis was carried out by collecting data, reducing data display
data and making conclusions. The results of the analysis show that the impact of the
Covid-19 Pandemic has caused the Riau Provincial Government to refocus and
reallocate the budget four times. At the budgeting stage, the government provides
assistance to urban villages of 100 million and assistance to the community through
BLT and basic necessities. For Administration there is a problem, namely the
unavailability of valid data in distribution to the community and also assistance from
the ministry in the form of BLt cannot be disbursed entirely to third parties . and
accountability is only in the form of handover from the center so that assistance or
distribution of funds to opd is only in the form of documentary evidence. This
research contributes to the government in making policies in regional financial
management on social safety nets in a disaster emergency.
