ABSTRAK
The drainage system in Dumai Kota Sub-district is less effective in draining rainwater and tidal floods. This is due to several factors, such as: tidal flooding, high rainfall, uncoordinated development, exceeding the capacity of drainage channels, damaged drainage systems, and garbage clogging the channels. Based on the masterplan of the urban drainage system of Dumai City, Dumai Kota Sub-district has 50 flood inundation points, 50 flood inundation points are divided into 5 kelurahan areas, namely 23 points in Rimba Sekampung Village, 12 points in Sukajadi Village, 5 points in Dumai Kota Village, 5 Laksamana Village, and 5 points in Bintan Village. To overcome this inundation, it is necessary to analyse the priority scale of flood inundation points which serves to prioritise drainage system improvements in areas affected by inundation. So, 25 priority flood inundation points were obtained based on the priority scale method, namely by scoring the inundation conditions against the parameters contained in the Minister of Public Works and Public Housing Regulation No. 12 of 2014 concerning the Implementation ofUrban DrainageSystems.Thenumberofflood inundation points is known through the slovin method approach. Villages with the highest flood inundation points are Rimba Sekampung Villages with a total of 15 priority scale points, Sukajadi villages which has 4 priority scale points, Dumai Kota villages which has 4 priority scale points, 1 priority scale point in Laksmana villages and 1 priority scale point in Bintan villages. The first priority in Dumai Kota Sub-district is Jl. Sultan Syarif Kasim with a total score of 495, which is located in Sukajadi villages.
