Peran International Organization For Migration (IOM) Melalui Program Counter-Trafficking Dalam Menangani Women Trafficking Di Ukraina 2011-2015
Women trafficking is one of the most crucial forms of transnational crime
in Ukraine. Ukraine is the country of origin, transit and destination of trafficking
in women (Women Trafficking). Sexual exploitation of women has increased
sharply since Ukraine's independence. This case of Women Trafficking has
widespread since the beginning of 1991 when the Soviet Union collapsed and
Ukraine proclaimed their independence. In 1998, IOM launched a countertrafficking
program in Ukraine with a strategy to support government and civil
society efforts to combat human trafficking and ensure that victims have access to
assistance and justice.
This research aims to raise the issue of trafficking in women as a tool of
sexual exploitation in the world as part of a study of international relations and to
analyze the actions that have been taken by IOM through the Counter-Trafficking
program in the protection of women victims of trafficking. This research uses a
qualitative approach, primary data obtained directly from books and research by
experts who explain how the role of the counter-trafficking program implemented
by IOM in cases of Women Trafficking experienced by Ukrainian women.
The result of this research explains the role of the IOM Counter-
Trafficking Program in Ukraine. The Counter-Trafficking Program has not
produced significant results in reducing the number of cases of women trafficking
in Ukraine even though IOM has provided a lot of assistance to victims of
trafficking. There are several internal obstacles such as Russian military
aggression to East Ukraine which causes the capacity to carry out the Ukraine
anti-trafficking program to be limited because the state resources are diverted to
resolve the conflict with Russia and the Ukrainian Government cannot allocate
funds to the IOM Counter-Trafficking Program.
