ABSTRACT
During the COVID-19 pandemic, as an effort to prevent and save prisoners and children in prisons, LPKA, and Detention Centers from the spread of COVID-19, the Ministry of Law and Human Rights establishes provisions to release and free some prisoners and children from detention through an assimilation program. and integration. Giving assimilation during the COVID-19 pandemic is known as home assimilation. The correctional center is an institution that is tasked with carrying out guidance and supervision of prisoners who carry out house assimilation. The purpose of writing this thesis, namely: First, to find out the implementation of guidance and supervision of BAPAS Pekanbaru against prisoners receiving home assimilation, Second, To find out the obstacles to guidance and supervision of BAPAS Pekanbaru against prisoners receiving home assimilation, Third, To find out the efforts of guidance and supervision of BAPAS Pekanbaru against home assimilation inmates.
This type of research can be classified in the type of sociological juridical research, because in this study the author directly conducts research to the location or place of research in order to provide a complete and clear picture of the problem being studied. This research was conducted at BAPAS Pekanbaru, while the population and sample were all parties related to the problems studied, the data sources used were primary data, secondary data, and tertiary data, data collection techniques in this study were interviews and literature study.
In the results of the study there are three things that can be concluded. First, the implementation of the guidance and supervision of the Fathers' Council for home assimilation prisoners, monitoring is carried out online, home visits and mandatory online reports. guidance carried out by telephone / video calls according to the schedule in the form of personality guidance. Second, the barriers for BAPAS in carrying out the guidance and supervision of home assimilation prisoners are the limited number of community counselors, the working area of the Pekanbaru BAPAS, data on correctional clients and the geographical conditions of residence of correctional clients. Third, the efforts made by the Pekanbaru BAPAS in carrying out the guidance and supervision of home assimilation inmates are collaborating with other law enforcement officers, collaborating with third parties, direct inspection of the correctional client's house, coordinating with the prison client's guarantor, revocation of home assimilation rights. The authors suggest, First, Correctional Centers should further improve guidance and supervision in order to optimally reintegrate correctional clients, Second, Correctional Centers should make efforts so that the obstacles they have, guidance and supervision are carried out to the maximum, Third, Correctional Centers should also make efforts such as carry out social services and socialization or counseling regarding home assimilation.
