ABSTRACT
The Corona Virus Disease 2019 (hereinafter abbreviated as Covid-19)
pandemic health is a major concern for the government and the public. Covid-19
is a type of viral pneumonia caused by Severe Acute Respiratory Syndrome
Coronavirus-2 (SARS-CoV-2). The spread of this virus occurred very quickly, the
number of Covid-19 cases in Indonesia as of July 2021 reached 3,127,826 people.
While in Pekanbaru City the number of confirmed cases was 37,272 people, and
in Sukajadi District the number of confirmed cases was 2,094 people. In an effort
to stop the spread of the Covid-19 virus, the Mayor of Pekanbaru took discretion.
The form of discretion exercised by the Mayor of Pekanbaru is in the form of
policy regulations (beleidsregels), namely Pekanbaru Mayor Regulation Number
130 of 2020 concerning the Second Amendment to Pekanbaru Mayor Regulation
Number 104 of 2020 concerning Guidelines for New Life Behavior for Productive
and Safe Communities in Prevention and Control of Corona Virus Disease 2019
(Covid-19) In Pekanbaru City, especially Sukajadi District.
The purposes of this research are, first, to find out the implementation of
Pekanbaru Mayor Regulation Number 130 of 2020 concerning the Second
Amendment to Pekanbaru Mayor Regulation Number 104 of 2020 concerning
Guidelines for New Life Behavior for Productive and Safe Communities in the
Prevention and Control of Corona Virus Disease 2019 (Covid-19) in Pekanbaru
City. Second, to know what are the obstacles in implementing this Mayoral
Regulation. And the third is to find out the efforts made by the Pekanbaru City
Civil Service Police Unit (Satpol PP) in implementing administrative sanctions for
violators of health protocols.
From the results of this study, there are three main things that can be
concluded: First, regarding the implementation of the Pekanbaru Mayor
Regulation Number 130 of 2020 concerning the Second Amendment to the
Pekanbaru Mayor's Regulation Number 104 of 2020 concerning Guidelines for
New Life Behavior for Productive and Practices in Corona Virus Prevention and
Control Disease 2019 (Covid-19) in Pekanbaru City. Second, the obstacles faced
by the apparatus in implementing the Mayor Regulations above. Third, efforts that
can be made by the Pekanbaru City Civil Service Police Unit (Satpol PP) in
Overcoming Obstacles to the Implementation of the Mayor Regulations above.
Author's suggestion, The suggestion given by the researcher is that in
order to achieve the objectives of this Mayor Regulation, socialization must be
intensified and the sanctions given do not have to be Rp. 250,000, - but it can be
reduced in nominal amounts, because during the pandemic, the community's
economy is declining.
